OK, here's what I did that may have fixed it.

on line 632i of rl2isa.c and rl2lls.c change:

        LLDOEM = 0;
to:

        LLDOEM = 1;


I haven't tested it yet, by putting it back the
way it was.

The Win98 security code is compatible with the
linux one.  They both use the same algorithm.

you type:

        /usr/local/bin/rl2cfg dev eth? secid "secret code"

You don't need quotes if one word on password.
